REO help! Previous owner took the light fixtures and security system?

I made an offer on an REO, but since then and waiting for a response from the bank, the home owner has taken all the light fixtures and the security system. Can I lower my offer during escrow because he stripped the place, or am I stuck with taking the place as is?
